  • Promoted the negotiation of the guiding principles of National Teachers’ Contract.
  • Held Public Hearing on “Class Size Reduction in Public Junior High Schools”.
  • Promoted the modification of Teachers’ Act by managing the forums and symposiums and by influencing the pertinent legislation. 
  • Protected and ensured the education budget by legislation.
  • Promoted the improvement of status of elementary school teachers and the increase in their numbers.
  • Participated in the Executive Yuan Committee on Education Reform.
  • Demonstrated for better welfare and retirement scheme for the private school teachers who deserved the same conditions as the public school teachers.
  • Managed the forums for the Presidential candidates on their education policy commitment.

  • Expressed concern over the government’s attempt to “cancel tax exemption for the military personnel and teachers” and asked the administrative authority to hold talks with NTA.
  • Published the investigation report on the process of principal selection by local governments on the basis of 2000 responses from members.
  • Continued the negotiation on bills of “Teachers’ Act” and “Union Law.”
  • Successfully lobbied the legislators to pass the amendment to Article 20 of Nationality Law which would exempt public school teachers and researchers from the restriction of dual nationality; the amendment was enacted and promulgated by presidential decree.
  • In light of growing disputes over performance review and year-end bonus, asked the government that teachers should be applicable to public employee system just for this year and a specific system for teachers should be developed in the future.
  • Communicated with authorities and legislators on education bills, including “Measure for Selection, Appointment and Performance Review of High School Principals” and “Guidelines for Grading Public Elementary and Junior High School Students.”
  • Responded to the issue of shortening summer and winter breaks for teachers.
  • Participated in “Public Employee Pension Fund Supervisory Committee” and actively vied for more seats on the committee.
  • Continued to follow up the promotion of nine-year integrated program and junior high basic scholastic assessment test.
  • Held public hearing on “public procurement of elementary and junior high school textbooks” to draw the public’s attention to the textbook procurement issue.
  • Held public hearing on “the urge to institutionalize the selection process of elementary school English teachers.
  • Participated in the National Teachers Appeal Committee.
  • Held press conferences advocating “no application fees and discounting school grades for the multi-route admission program” and “reducing class size”, and making public the “Survey on gifts for the Teachers’ Day.”
  • Held seminars for rank-and-file teachers, including “In-depth Study of Teachers’ Act and Teachers’ Association”, and “Forum on Supporting Nine-year Integrated Program.”
  • Published white paper on central government’s education budget.
  • Participated in the policy review of Kinmen-Matzu Experimental Education Program.
  • Held talks with the Ministry of Education on the content of Enforcement Rules for Teachers’ Act and related amendment.
  • Supported the reconsideration of the new Law Governing the Allocation of Government Revenues and Expenditures.
  • Attended and proactively involved in relevant meetings of the Ministry of Education, including appeal meetings, budget allocation review meetings, high school and vocational school multi-route admission meetings, performance review taskforce meetings, nine-year integrated program meetings, high school principal selection committee meetings, human rights committee meetings, expanding teacher’s continuous education meetings, steering committee meetings of junior high school basic scholastic assessment tests, and junior high school classroom hours meeting.
  • Attended the discussions of amendment to the Statutes of Governing and Supervising Pension Fund Administration meetings.
  • Set up Teachers’ Act amendment taskforce.
  • Met with political caucuses and legislators constantly to lobby NTA’s stances on important education policies and bills.
  • Proposed the union version of the taxation bill and negotiated with respective authority.
  • Set up Work Leave Rules and Employment Contract Taskforce to discuss regulatory amendments.
  • Promoted the amendment to Union Law.
  • Promoted the amendment to Statutes of Governing Teachers’ Payment.
  • Promoted the amendment to National Education Law.
  • Pushed for the amendment to Enforcement Rules of National Education Law.
  • Opposed teachers being forced to take additional administrative work on analytic accounting, personnel management and other non-teaching jobs, but temporarily agreed on the condition of teachers’ receiving extra executive allowance due to current absence of supportive measures.
  • Refused to accept government’s unilateral and unreasonable adjustment of pension and retirement system.
  • Temporarily opposed the Guidelines for the Pay of Part-Time and Substitute Teachers.
  • Opposed the reorganization of Ministry of Education Central Office into local education bureau.
  • Released statement entitled “Are vocational high schools the orphans in the educational system?”, followed by press conference entitled “Care about our children in vocational education”, accusing the Ministry of Education for its total ignorance” and disclosing the education crisis of “caring only about diploma and slighting technical ability.”
  • Called on the government to stop bringing in more foreign English teachers with letters to the Presidential Office, Executive Yuan, and Ministry of Education to secure jobs of local English teachers.
  • Expressed concerns and position in response to the unilateral action of abrupt cancellation of non-multiple choice questions in entrance examination by the Ministry of Education and Joint Entrance Examination Committee on grounds of epidemic prevention as merely excuses.
  • Carried out annual assessment of the working of county (city) teacher’s review committees and principal selection.
